Citizen experience

What values do cities (implictly) communicate to their citizens? This is a typical zebra crossing in São Paulo, Brazil. Note that, first, they are laid out very close to the corner, increasing the risks of a run-over. Second, there is no lights and even when one exists there is no priority for pedestrians. The priority is always given to the cars. The end result is a terrible experience for citizens, reinforcing the already harsh relationship between an impersonal city and its inhabitants.
